Description
According to Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act 2014, a Town Vending Committee (TVC) will be responsible for the survey of vendors and accommodating them in vending zones, and no street vendor will be evicted or relocated till s/he has been issued a certificate of vending on the streets. But, PMC has been doing this work at a snail's pace. After the formation of TVC headed by PMC commissioner recently, only one meeting has been held. So far, around 6,000 vendors have been surveyed and 2,402 have been given biometric cards. The survey work is being done by National Association of Street Vendors of India (NASVI), which is being funded under the National Urban Livelihood Mission (NULM). "There are around two lakhs vendors in Patna, and to accommodate them all, we need enough place. But everyone is aware there is space crunch in the city. Till now, we have formed 57 market agencies to organize vendors," said one of the officials associated with NULM project. Shahzade Alam, general secretary, Patna Nagar Footpath Dukandar and Thela Hawker Union, criticized the slow pace of work to solve the problem. "The Act says that 2.5% of the population has to be accommodated. We are not asking for entire Patna, we want space equal to one cart. We are even ready to pay if we get a licence and a certificate. They (officials) are calling a person individually for verification; instead, they should visit the site and give receipt to the vendor on the spot. No outsider will misuse it." Arvind Singh, coordinator, NASVI said it is PMC which has to take a final decision. "Vending zones have not been identified. But we have formed 54 market committees in Patna."
