Kerala’s proclivity to lean on others for all needs led to the surge of migrant workers into the state. The workers, mostly from Bengal, come here in search of a better pay and social living conditions. While the migrants came in search of a good life, are we providing them the worth of their effort While they are paid much less than what the average Keralite labourer demands, are we able to support their social needs and human rights as workers? Kerala’s level of literacy and global exposure is one of the highest in the nation. Are migrants being exploited in such a state? Answers to such questions might not be comfortable for any Keralite. The issues that migrants face perhaps expose our ostensive attitude that claims to help but seek to exploit. Perhaps it is time that we spend a little more time and consideration for the poor from Bengal who might not be accruing the blessings that he/she sought in God’s own country It was a startling revelation that majority of the migrant workers hired from other states were without proper recruiting licenses. Many contractors do not maintain a proper labour register, wage details and employment details. Abysmal hygiene conditions are the norm where these migrants are hoarded for the night before they are herded to work the next day. Hiring labour is, at least according to law, not as simple as going to a group of people and selecting a few who you think can work for you. "As per inter-state migrant workmen regulation of Employment and Conditions of Services Act 1979, contractors should take recruiting license from other states. If a contractor needs to recruit a worker from Bengal, he must go and take recruiting licence from Bengal. After getting the license he must submit it before labour department in Kerala. Then he should get registration licence here in our state. This is the exact procedure to recruit a migrant in Kerala as a contract worker. But nobody follows these rules and regulations," says K V Sunil Kumar, district labour officer, Kozhikode.
