PM Narendra Modi moved hearts on Labour Day, claiming the mantle of 'mazdoor No.1" while launching Ujjwala Yojana at Balia in Uttar Pradesh. But in the PM's home state, Gujarat, there seems to be an acute scarcity of sympathy for labourers. According to figures provided by the Union ministry of labour and employment, within a span of two years, Gujarat has cut down on spending Central funds for labour welfare education by 28%. The money, provided by the Central Board for Workers Education, is meant to raise awareness of labourers in both organized and unorganized sectors through workshops and other means. Quite against Narendra Modi's 'Shramev Jayate' pitch, the utilization of the labour welfare funds dropped drastically after Modi shifted base to Delhi. In 2013-14, while Modi was still CM in the state, Gujarat went ahead to spend Rs67.13 lakh from the fund, but thereafter, in 2014-15, the labour welfare fund utilization in the state dropped to Rs53.91 lakh, and then to Rs47.8 lakh in 2015-16. Social activists believe that the condition of labourers, especially those in the unorganised sector, is growing vulnerable in the state. "The unorganized sector worker is most vulnerable and even trade unions hardly raise their issues. Hence, they are a completely neglected section of the society. Not utilizing funds sent for them by the Union government is most shocking and will marginalize them further. To me, nothing can be more disastrous than this," said social activist and lawyer Jignesh Mevani. According to the data of utilization of the fund in major districts of Gujarat, Ahmedabad has utilized Rs23,24,898 in 2012-13, Rs22,32,023 in 2013-14, Rs17,69,158 in 2014-15 and Rs 14,80,783 in 2015-16 (up to February, 2016).Vadodara has utilized Rs 25,33,535 in 2012-13, Rs 28,20,333 in 2013-14, Rs 19,47,304 in 2014-15 and Rs 16,49,376 in 2015-16.
