Description
Odisha Government set a target to eliminate child labour in all forms by 2025. At National Conference on Labour organized during BijuC entenary, Chief Minister Naveen Patnaik sought extension of medical facilities under ESI Scheme by creating 700 beds at Bhubaneswar, Angul, Duburi along with state-of-art medical equipment. He hailed legendary Chief Minister of Odisha, late Biju Patnaik’s pioneering role in establishing major industrial clusters in Odisha. The clusters have been instrumental in providing large scale employment opportunities to the people of Odisha. He stated that Odisha has spent ₹200 crores against ₹1000 crores for welfare of construction workers and laid out plans to cross ₹500 crores in FY 2016-17. Highlights from Chief Minister’s address at National Conference on Labour: • Odisha has been playing an important role in development of regulatory framework for labour sector. It started with Odisha Shops & Commercial Establishment Act of 1956 which was enacted to safeguard interest of employees engaged in shops and establishments. Maternity benefit to women employees in shops and establishments is ensured in Odisha. • During Biju Babu’s tenure as Chief Minister in 1990, historic step of raising minimum wages from ₹11 to ₹25 per day was taken. • Odisha Dadan Labour (Control & Regulation) Act, 1975 was enacted to tackle problems faced by migrant labours of Odisha. • State Government has recently taken up decision to set up Odisha Help Desks in Karnataka, Tamil Nadu, Andhra Pradesh, Telengana and Delhi to ensure entitlements of workers after migration. • Odisha has formulated ‘State Action Plan for Elimination of Child Labour’ by converging activities of ten departments to stop child labour practice. Plan focuses on rescue, rehabilitation, education and skill development of rescued minors, and action against offending employers. • Chief Minister reiterated State Government’s commitment to eliminate child labour in all forms by 2025. • State Government’s attempt to for providing rights based approach for social security to workers resulted in 16 lakh workers being identified and registered under Odisha Building & Other Construction Workers Welfare Board and they received benefits worth ₹175 crores. Chief Minister mentioned expected that 25 lakh more workers will be added to the list by end of FY 2016-17. • Chief Minister sought suggestions and ideas from public to devise schemes for unorganized sector. Mentioning comprehensive schemes for coverage of workers under both rural and urban housing programmes, pension facilities, skill development, insurance, healthcare and education, Chief Minister reaffirmed State Government’s objective of reaching the unreached, identifying the unidentified and providing rights & access to the deprived.
