Description
The State government has set an aim to create 900 lakh mandays under MGNREGA schemes, where the total expenditure in FY 2020-21 for MGNREGA expenditure is Rs 1829.39 crores. Also, under the mandays created 41.5 per cent women have taken part in the works. The facts were discussed in the review meeting of the Rural Development department, which was chaired by Chief Minister Hemant Soren, here on Wednesday. “MGNREGA is a multifaceted scheme, under which many schemes related to employment, housing, drinking water, women empowerment, irrigation, roads, plantations etc are being operated. A large population of rural areas can be benefited from this scheme. In such a situation, the schemes related to MGNREGA should be implemented in a better and planned manner. There should be a greater focus on creating man-days under MNREGA, so that more people can get employment in rural areas,” instructed the CM to officials during the meeting. The CM further said that the wage rate under MGNREGA is still less than the minimum wage rate. MGNREGA workers get wages of Rs 194 per day, while the minimum wage rate in the State is Rs 283. In such a situation, to reduce this difference, increase in MGNREGA wage rate is necessary. In this regard, the department took steps towards obtaining consent from the Central government. Soren was informed by the department that the Nilambar Peetabar Jal Samridhi Yojana, Birsa Green Village Scheme, Veer Shaheed Ho Khel Vikas Yojana and Didi Bari Scheme taken under MGNREGA in the year 2020-21 have produced good results. One lakh hectare target was set under the Nilambar-Pitambar Jal Samridhi Yojana, while the achievement was implemented in 1.94 lakh hectares. At the same time, under the Birsa Green Village Scheme, the target was to develop 26 thousand acres, as compared to 20 thousand acres, one thousand grounds like the Veer Shaheed Poto Ho Sports Development Scheme, whereas 1881 sports grounds have been built. At the same time, under the Didi Bari scheme, a target has been set to construct five lakh nutritional gardens. The CM said that the department should take steps to change the structure of houses to be built under the Prime Minister Rural Housing Scheme. He said that tiles should be used in these houses to bring uniformity in the houses constructed in the villages. This will reduce the cost of housing construction and employment to the potters as well as boosting of bamboo farming in the state. He said that to provide electricity connection to the houses constructed under the Pradhan Mantri Awas Yojana, coordination should be made with the Department of Energy and Drinking Water and Sanitation Department for drinking water. Both these facilities should be available in every house. He said that ensuring housing to all in Jharkhand is a priority. In such a situation, a survey should be conducted to get information about those who do not have accommodation yet and then action should be taken in the direction of allotting accommodation to them. The CM said that many schemes are being operated by the Rural Development Department. Separate dash boards should be made for all these schemes. The dashboard should have complete information about the plans. He also said that a booklet of all the schemes run by the department should also be prepared. This booklet should also be made available to all the public representatives and common people including ward members, councillors, heads, legislators, MPs, so that they can know what the scheme is for and how they can take advantage of it. The department should take steps towards promoting the Pattal industry in rural areas. With this, priority should be given to linking women and whatever necessary resources are made available to them. The CM said that the Phulo-Jhano Aashirwad Yojana is being run by the government to prevent women from selling Hadiya and to connect them with respectable work. Under this scheme, the interest-free loan amount should be increased to connect women with livelihood activities. It is to be known that 16549 women have been identified by the Mission Navajivan Survey. Of these, 7175 women have been associated with this campaign. On this occasion Rural Development Minister Alamgir Alam, Chief Secretary Sukhdev Singh, Principal Secretary to Chief Minister Rajiv Arun Ekka, Secretary of Rural Development Department Aradhana Patnaik, MGNREGA Commissioner Siddharth Tripathi, Director of Panchayati Raj Aditya Ranjan, JSWM Chief Executive Officer Vinay Kant Mishra and other departmental officers were present.
